Marshall, who missed out on getting drafted to an AFL list this year, has nominated Sebastopol as his home club for 2015, lured across by new coach Shane Snibson.
He is the third VFL/TAC Cup player to sign on since Snibson, a former assistant coach at the Roosters, became coach in September.
The 199cm ruckman missed out on the AFL national and rookie drafts this year, but still has an outstanding football pedigree behind him.
At the age of 19, he played 17 games for the North Ballarat Rebels this year and represented Vic Country at the National Under-18 Championships.
Snibson said having another highly experienced player was good for the club, which has gone more than two seasons without a win.
It is not yet known how much time Marshall will spend at Marty Busch Reserve, but given he is touted as the backup to Orren Stephenson at North, there is every chance he will receive game time at Sebastopol.
"It's a privilege to have him at the club, he's a terrific kid and he comes from a terrific family," Snibson said.
"I kept in touch with him throughout his draft aspirations and followed him closely.
"We think we can support his needs and those of the Roosters."
Marshall joins fellow Rooster James Keeble on the Sebastopol list for next year, with ex-Rebel and VFL hopeful James Richards also coming on board.
Snibson said Keeble and Richards both helped out at Sebastopol training last week, as did athletic forward Michael Powell, who is hopeful of more Roosters games in 2015.
Sebastopol was granted an exemption by AFL Goldfields to have six Roosters/Rebels players join the ranks for next year, two more than they would have been granted for finishing last on the BFL ladder.
The Burras have only won one match in the last three matches, having gone winless for the past two seasons.
