The 47-year-old man was arrested in Bulgana on Friday afternoon after a fire in the area wiped out four hectares that morning.
Victoria Police said he had lit fires around Great Western and Concongella over the past five years, and was arrested driving through Bulgana hours after he allegedly lit the fire.
No one was injured in any of the fires.
The man will appear in Ballarat Magistrate's Court on Monday.
