Ballarat's Hives was beaten 7-6(5) 6-4 in the women's singles final by third seed Nives Baric on Tuesday.
The result comes just one day after Hives knocked off top seed Viktorija Rajicic 6-4 7-5 in the semi finals at the Ballarat Regional Tennis Centre.
Meanwhile, Mornington Peninsula product and second seed Aaron Leeder-Chard beat wildcard Stephen Hoh 6-3 6-4 in the men's final.
Leeder-Chard, 23, almost missed his first match of the tournament due to a car accident in Melbourne on Sunday morning.
Hives and partner Katherine Westbury will contest the women's doubles final against Rajicic sister duo Victorija and Monika on Tuesday afternoon.
