PREMIER Daniel Andrews has essentially crushed any chances for the broadening of the GST, saying there are no circumstances where he would support an increase in the tax or applying it to fresh food.

Multiple federal MPs have publicly said they would support the broadening of tax, including Wannon MP Dan Tehan, however little can be done with the support of state premiers.
"If Victoria refuses to support it, and we won't, going on food or the rate increasing, then it can't go up," Mr Andrews said.
States have a veto power which means the federal government requires their support for such a change.
"The Goods and Services Tax is not a fair tax because it has no regard for a person's capacity to pay," Mr Andrews said.
"There are exemptions to the types of goods and services that are taxable because of that.
"The notion of putting this on food, I reject that and I will never support it.
"The notion of jacking up the GST rate, I won't support that either.
"This is an unfair tax and it can't be made fair and it won't be made any fairer by putting it on food, the absolute staples of life."
Mr Andrews labelled comments by Trade Minister Andrew Robb supporting changes to the tax as "unbelievable".
"A lot of families are doing it very tough and I just think this federal government has lots its way, it has fundamentally lost its way," he said.
"It is fundamentally wrong that the people of Victoria for every dollar they pay in GST we are only getting 88 cents back.
"To make that very poor distribution of funds even worse, we have GP taxes, fuel taxes, cuts to hospitals, cuts to schools, so many regressive decisions , so many other negative decisions.
"They are happy to see us stay at 88 cents in the dollar, they have no plan to reform or change that, and they think a better deal for Victorians is putting a GST on food and jacking up the rate, they have lost touch and they have the wrong priorities and I will call them out on it."
