Three CFA crews were on scene at Rice Street after tradespeople struck a gas pipe at 10.30am on Monday.
The leak was sealed at 11.50am.
Ballarat CFA Captain Mark Cartledge said crews would dig around the ruptured pipe and crimp it to stop the flow of gas.
Six police units blocked off Rice Street and the surrounding area to traffic.
Ballarat Police Sergeant Brett Robinson said the gas leak posed a "moderate danger" to the immediate houses.
"We are being advised by the CFA. Local residents have been told to stay indoors," Sergeant Robinson said.
He said the gas pipe burst open when tradespeople struck two lines on the nature strip.
