The previous Napthine government pursued two projects after receiving unsolicited proposals from the private sector.

The Cranbourne-Pakenham rail corridor upgrade was put forward to the government by a private consortium but has yet to be signed off.

Transurban also approached the government to widen parts of Citylink and the Tullamarine freeways – that project has been signed off.

On Friday, Premier Daniel Andrews and Treasurer Tim Pallas outlined new guidelines for market-led proposals aimed at boosting transparency.

Under the new rules disclosure of proposals will be made public and listed on the Treasury website.

Probity measures will also be boosted and made public.

And under the rules proposals may also be sent out to the market for competing tenders, with the intellectual rights of the original proponent protected, in a bid to get best value for money.

"Victoria is open for business – and open to your ideas. We're working with the private sector, using their expertise and ideas to create more jobs," Mr Andrews said.

Mr Pallas promised the guidelines would be the most rigorous in the country.

"We're making the process more transparent, protecting the community's interest and providing certainty to parties who approach the Government with job-creating ideas," Mr Pallas said.

Shadow Treasurer Michael O'Brien said the new guidelines were just a re-branding exercise by the Andrews Government spin-doctors.

"Having attacked the Coalition's unsolicited proposal guidelines, Labor is now keeping them under a different name," Mr O'Brien said.

"The Coalition's unsolicited proposal process delivered the CityLink-Tulla widening, which even Labor admits is a great deal for Victorians.

"The Premier and his Treasurer would be better off coming up with some original ideas to grow Victoria's economy, rather than pass off Coalition policies as their own".

Labor promised more transparency during last year's election campaign, including releasing the contract for the East West Link immediately. But it has yet to release that document due to ongoing negotiations with the consortium.
