They won three out of the four rinks in the 95-79 victory.
Brenton Coad skippered his rink to a nine-shot victory, while Wes Lennecke's rink also proved decisive, winning by seven shots.
Jarrod Burt won his rink by just one shot and Barry Clark's went down by the same margin.
In what will be a rematch of the 2013 Ballarat-Geelong Premier Bowls Division grand final, the season decider will be held in Geelong.
Ocean Grove won the previous grand final between the pair by just two shots.
MEANWHILE, Ballarat East has advanced through to the division one grand final, subjecting Ballarat to its fourth consecutive straight set finals exit.
Ballarat has now lost eight consecutive finals, despite finishing in the top two on the ladder for the past four season.
The Two Blues won all four rinks to advance through to the grand final with a 103-84 victory.
They will meet City Oval next week.
