The boy, who was camping with his parents, had been playing near the Cumberland River caravan park on the Great Ocean Road when he fell at about 11am.
Victoria Police spokeswoman Creina O'Grady said the boy tumbled about 10 metres before his fall was broken by a ledge.
"The boy was climbing a tree when the branch snapped and he has fallen onto a ledge," she said.
"The boy's father has managed to reach him and bring him back up the cliff face."
Ambulance Victoria spokesman John Mullen said the boy suffered head, abdominal and leg injuries.
He remains in Geelong Hospital in a serious but stable condition.
