The constable, whose name has not been made public, was working at a northern suburbs police station when she took her own life at her home in 2011.

After her death, her family and an anonymous caller to Crime Stoppers raised concerns that bullying at the station may have contributed to her suicide.

In response, Victoria Police formed Operation Premiss to investigate inappropriate or unlawful behaviour at the station. Operation Premiss ran in conjunction with a coronial investigation. Both were overseen by the now defunct Office of Police Integrity – which became the Independent Broad-Based Anti-Corruption Commission – and police internal watchdog Professional Standards Command.

Despite the belief of the policewoman's family that a lack of support and a toxic culture at the station were the most significant factors contributing to her death, findings released by a coroner concluded that workplace issues did not have a direct bearing on her "decision to take her own life".

But coroner Rosemary Carlin said Operation Premiss did identify "generalised inappropriate behaviour and practices" at the police station. It resulted in a change in management and staffing,  and disciplinary proceedings against a number of police officers, including:

• A sergeant dismissed for improper conduct.
• A senior constable dismissed for disgraceful conduct.
• A sergeant fined $2000 for improper conduct.
• Two senior constables placed on 12-month good behaviour bonds for improper conduct.
• Two senior constables and a constable disciplined at a divisional level.

The findings come as police and the coroner investigate another suicide of a former police officer.

Michael Maynes, who was gay,  was 30 when he took his life in October last year, more than three years after he had quit the force.

Allegations that he was bullied over his sexuality by colleagues at a station in Melbourne's east emerged after his death and they are being investigated by Professional Standards Command. A separate coronial investigation into what contributed to the death is also under way.

Late last year the Police Association called for an overhaul of the way the force handles bullying complaints, saying the union had received more than 200 complaints over the past two years and one inspector was dealing with bullying allegations for the entire force.

The findings into the 2011 death of the policewoman were handed down in January and were released to Fairfax Media on Friday with the permission of her family.

Fairfax Media first reported in 2011 that bullying allegations were being investigated as a possible contributing factor in the policewoman's suicide.

The constable, a much-loved family member, was accepted into the police force in 2007 when she was in her late 20s after trying for 10 years to join.

Ms Carlin noted that despite the policewoman's happiness at being accepted into Victoria Police, diary entries reveal the hard-working officer sometimes felt lonely, isolated and excluded.

She also confided to several colleagues, her brother, friends and a clairvoyant that members of a "clique" at the station, particularly women, treated her badly. She believed they swapped shifts to avoid working with her, gossiped and made fun of her.

A senior sergeant at the station formed the view that she was unfairly singled out over difficulty completing paperwork, and a small percentage of emails between members of the clique were disparaging of her and others.

But Ms Carlin said evidence suggested workplace conflict had "largely settled" in the lead-up to her death, with a deterioration in the relationship with her boyfriend causing her the most concern.

"Whilst issues at her workplace may have contributed to her psychological make up and resilience in the same way as her other life stressors, I am satisfied that [the] workplace did not have a direct bearing on her decision to take her life," she wrote.

The coroner also noted that the policewoman had a long history of depression.

Victoria Police spokesman Inspector Ian Geddes said the force offered a wide range of welfare services to its members and continually reviewed policies and procedures to ensure best practice.

Inspector Geddes said the force did not tolerate inappropriate behaviour and ensured that recruits and service police underwent workplace conflict and bullying programs.

"We will continue to deliver this message and encourage all staff to report bullying and inappropriate behaviour so the allegations can be thoroughly investigated," Inspector Geddes said
