Yes, there is about $150 million to help kids go on school excursions, and a bit more to pay for free eye tests and glasses for kids from poor schools.

There is about $213 million for people in crisis or who are disabled, including $151 million to support disabled people or their families and $40 million for the homeless.

And, if you happen to be an apprentice tradie, you'll get half off your car registration.

Beyond that, there's very little in the way of direct assistance to deal with the cost of living. The figures on their own are significant, but in the context of a budget that spends $54.3 billion, they are small potatoes.

The government has chosen to deliver assistance through services, rather than handouts.

Treasurer Tim Pallas said the best way to help Victorians manage the costs of living in the state would be to deliver the government's transport priorities.

"The greatest cost of living is our disconnected community," he said.

"In our view, being able to connect those communities in a coherent, rational and a deliberative sense is the greatest gift that any focused government can do."

Mr Pallas said any government that "wasn't focused" on the cost of living would "pay the price of that lack of attention".

Yet, the clear message from the government's budget is that household budgets are in pretty good shape, and that this is very good news for Victoria.

The big hip-pocket issues like electricity prices don't merit a mention.

"Household budgets are expanding, because asset prices are up, fuel prices are down and interest rates are low," Mr Pallas said.

"We're buying and building more homes, because more people are moving here and more people can afford the interest."

This is good news for the state's coffers, since , about two-thirds of the state's economic output comes from building new houses and the spending done by people who live in established households.
