The McDonalds Reds fought out a 1-1 draw in round 11 action at a windswept Morshead Park on Saturday.
Ballarat's Shaun Romein and Bulleen's Bardhi Hysoli both found the back of the net in an entertaining first-half, before the home side was swamped by the Lions in the closing stanza.
Dom Swinton drew a penalty when he was taken down in the box by Bulleen keeper Luke Gallo 22 minutes in, allowing Romein to slot the ball into the bottom left hand corner for the opener.
The Lions drew level when Hysoli let fly with a brilliant strike from 30 metres, exactly 20 minutes later.
Ballarat held a majority of the play heading into the break, but found it difficult to trouble the Lions defenders in the difficult conditions.
The visitors dominated play upon the restart, forcing Ballarat to defend grimly for much of the half.
The Reds eventually began to work back into the contest midway through the closing stanza.
Neither side had anything more than half chances in the final 15 minutes, but Ballarat's Josh Romein almost sent the home crowd into eruptions when he chanced his leg from long range in the 79th minute, only to hit the left upright in what was the Red Devils' last real attempt to score.
David King was pivotal for the Red Devils in the second-half, with the defender repelling many of the Lions' forward thrusts.
Bulleen is the measuring stick for many in the NPLV One, and while Red Devils coach James Robinson was understandably pleased to scrounge a point against the ladder leader, Robinson said his side lacked the instinct it had in recent weeks.
"I think we were lucky to be honest, to come out with a point," he said.
"I said to the boys (post-match), three points were on offer today and we didn't come out with any conviction.
"We weren't being instinctive. We know how we play, we know what we do when we haven't got the ball.
"It comes down to decision making in the right areas and we didn't make enough correct decisions."
Liam Harding suffered an ankle injury during the match and will be monitored closely throughout the week in the lead up to the round 12 clash against Moreland Zebras.
The Zebras sit second on the ladder, with Ballarat fourth at the time of publication.
