The youths allegedly stole a car from Geelong before stealing fuel at a Bannockburn service station.
Meredith police spotted the car and pursued the vehicle on Learmonth Street in Buninyong before 11pm.
The driver of the stolen car allegedly avoided stop sticks deployed by police, before crashing into a pole.
Both youths, who do not live in Ballarat, were arrested at the scene.
Ballarat resident Brad Ward posted an image of the arrest on Facebook page 'Stolen Stuff Ballarat'.
The page was created by concerned resident Steve Murnane on Monday in response to the level of thefts in the Ballarat region.
One youth was charged with a number of offences including theft of motor vehicle, possessing a weapon, theft and going equipped to steal.
The second offender was remanded in custody and is expected to appear in a Children's Court on Thursday. He was charged with similar offences including theft of a motor vehicle and driving offences.
