Mr Schinck has held the City of Ballarat top position since January 2008 and is currently serving a two-year-contract which expires in January.
The current council voted in July 2013 to extend Mr Schinck’s contract by two years and to advertise the position when the contract was expired.
Then-mayor John Burt told The Courier in 2013 Mr Schinck would leave the job at the end of the two-year period and the position of CEO would be advertised.
Mr Schinck is the council’s sole employee, with everyone else in the organisation employed by Mr Schinck.
The council is responsible for Mr Schinck’s contract, performance reviews and employment arrangements.
Chief financial officer Glenn Kallio prepared the report for councillors to be discussed under section 39, which is for confidential matters.
This comes after former mayor John Barnes last month called for Mr Schinck to go.
In a letter to The Courier, he said, “He offers poor advice to the councillors and fails to deliver on operational matters, for which he is solely responsible”.
“When the CEO’s current employment was renewed without the position being advertised, the public was assured it was only for two years.
“The position would then be advertised,” Mr Barnes said. “If the current councillors do not honour this pledge ... they will have no credibility.”
