Victorian Labor is ramping up the pressure on Matthew Guy's Coalition over its decision to block the sale of the Port of Melbourne, with a new campaign targeted at marginal seats.

The Coalition has decided to use its upper house numbers to block the sale of the port over concerns Labor's proposed deal will create a monopoly and cost taxpayers millions in compensation if another port is built.

Following a vote in Parliament last week, Labor printed thousands of flyers attacking the Liberals for blocking the sale.

The Andrews government plans to the use the sale of the port - it is expected to reap between $5 billion to $7 billion from the long term lease - to remove 50 level crossings across Melbourne.

The flyer spruiks the government's plan to remove level crossings and is followed by: "So why are the Liberals putting up a roadblock?"

"The Liberals oppose the removal of our 50 worst level crossings, which will reduce congestion on our streets, save lives and create jobs."

The flyer includes a tear-away segment that can be filled in as part of a petition to take to Parliament attacking the opposition's policy.

Labor strategists say the flyers will be put in the letterboxes of people living in marginal bayside seats and Liberal-held electorates where there are level crossings slated for removal.

Seats include Bentleigh, Ringwood, Carrum and Evelyn.

MPs will also hand out the flyers at community meetings and at level crossings. The campaign will also be targeted using data Labor collected ahead of last year's state poll which shows the voters most concerned about traffic congestion and level crossings.

Opposition Leader Matthew Guy said Premier Daniel Andrews had broken his promise to build a second container port near Geelong.

"Daniel Andrews' port sale will mean environmental damage, extensive dredging and blasting of the heads to allow bigger ships to enter Port Phillip Bay," Mr Guy said.

"Labor's port fire sale is so rushed it is a desal or Myki mark 2. Labor are behaving like an opposition not a government by making excuses for breaking their own promises."
