Dr Mansfield will leave on November 30 to take up his new position as CEO of the Geelong Regional Library.
Dr Mansfield said the highlights of his career at Ballarat had been the high quality of service provided by staff, the steady improvement of branch library facilities and the increased usage of the resources of the library.
"I think the Geelong library service is a great opportunity and there will be plenty of new challenges," he said.
"But I have enjoyed my time at Ballarat and I will certainly miss it. I think it's important that the public is able to come into the library and get the sort of service they require and for them continue giving feedback to council."
Dr Mansfield's contribution to the community has been broader than just as a librarian; he is a stalwart of the Ballarat Historical Society and has been a member of the Sovereign Hill board.
Central Highlands Regional Library Corporation chairman councillor John Barnes said many people would regret Dr Mansfield's decision to leave Ballarat.
"Over 22 years Peter has overseen substantial changes to the delivery of services across the communities of Maryborough, Ararat, Beaufort, Daylesford, Bacchus Marsh and Ballarat," he said.
"He carried on a tradition of commitment to community from his predecessor Austin McCallum."
