Jenna Rathgeber, 27, was chosen by e.motion 21 to represent the region at the event, which is held once every three years.
The keen break dancer will join 24 other Australian representatives on the 10-day trip on August 15.
Ms Rathgeber’s mother Karen will accompany her on the trip.
E.motion 21 Ballarat region manager Linda Kinnersly said the dance performance would be inspiring.
“It will raise awareness of what children and adults with down syndrome can achieve,” she said.
Ms Rathgeber has been practicing her dance moves weekly.
The congress is held between August 19 and 21.
