Shane Cotter, 29, of Grevillea Rd, Wendouree West, will appear in Ballarat Magistrate's Court today charged with the murder of 40-year-old Sean Macgiolla.
Macgiolla, also of a Grevillea Rd address, was found dead in a bedroom of a house in Wendouree West.
Ambulance officers attended and found the body in a bed at the rear of the property just after 2.30am.
The man had a stab wound to the neck and was pronounced dead at the scene.
The body was discovered in a house just four doors from the Grevillea Park Primary School.
Rural Ambulance Victoria spokesman Paul Bird said another man aged in his 20s was taken from the property to the Ballarat Health Services Base Hospital with minor facial lacerations.
Detective Senior Sergeant Michael Glenane said four men were questioned over the death, with Cotter charged and remanded in custody last night after appearing before a bail justice.
"We've interviewed four people and spoken to a number of people in Grevillea Rd who have assisted us with our investigation," Det Sen Sgt Glenane said.
"As a result of those inquiries we've charged one man with murder."
The homicide squad and the crime scene investigation unit joined Ballarat detectives at the scene just after 7am.
Meanwhile traffic in Grevillea Rd was closed in both directions for around six hours as police door-knocked houses in the surrounding area.
Last night detectives were still at the property gathering evidence.
The body was transported to Melbourne for a post mortem and the cause of death had yet to be verified late last night.
Police said they believed the man died from a stab wound.
It's believed the deceased had lived at the Grevillea Rd address a short time, and was relatively unknown to his neighbours.
Police wouldn't confirm whether any of the four men questioned over the death lived at the same address as Macgiolla. Police said they were acquaintances of the dead man.
