Contractors H Troon have spent the past five-and-a-half months have drilled 96 piles seven metres deep.
The piles will provide the support and foundations for the new three-story building and have the ability to support an additional three floors.
Ballarat Health Services chief executive officer Andrew Rowe welcomed the progress and thanked the community for their cooperation during disruptions caused by the works.
Works on the building are expected to continue until late 2016.
