Council has agreed to take on the head-lease of the buildings on behalf of the Avoca Community Arts and Gardens group.
Plans for the area could include the establishment of an art gallery, coffee shop, history displays, performance spaces, pottery area, sculpture garden and lamp room.
The land is currently owned and managed by VicTrack, with council expected to enter into a sub lease.
