Police officers allegedly spotted the youths in an unregistered white Holden Commodore with stolen plates in Craigieburn in Melbourne's north at 12.50pm.
The air wing was called in to track the car's movements. Police said they did not initiate a pursuit of the car.
Officers swooped on the car when it came to a stop on the corner of Lonsdale and Queen street about 2pm.
Pedestrians watched as officers handcuffed the teens and sat them on the pavement before taking them away in a police van.
Senior Constable Paul Turner said four youths aged between 16 and 17 were arrested and are assisting police with their enquiries.
"No injuries are reported," Constable Turner said.
The investigation is ongoing.
