The data, released on Thursday, also revealed the state's crime rate has continued to rise for a fifth consecutive year; fuelled by stalking offences, the illicit drug trade, offenders flouting court orders and family violence.

The number of offences grew another 4.6 per cent in the year to June to reach almost 470,000, 15 per cent of which were directly related to family violence.

Family violence accounted for 18 per cent of homicides, 53 per cent of stalking offences and more than half of the 50,888 court orders breached, the data shows.

Police attended 70,906 family violence incidents, up 8.8 per cent on the previous year, and authorities don't expect these numbers to stabilise in the near future.

"The continued increase in these numbers reflects the prevalence of family violence in our community," said Deputy Police Commissioner Wendy Steendam, adding that police were more responsive and victims more likely to report.

Stalking offences were up nearly 13 per cent.

Ms Steendam said the use of technology to harass and threaten through phone calls, texts and social media was a growing trend, also linked to family violence.

"We know from our intelligence that more than a third of offences involve an offender using a carriage service to threaten to kill or seriously injure the victim and we know that more than half were family violence-related and an ex-partner was the offender in almost half of these," she said.

Women made up at least 75 per cent of the 70,911 people affected by family violence incidents and of them most were aged 20 to 44, while men made up more than 76 per cent of perpetrators.

Police Minister Wade Noonan also warned that family violence statistics were unlikely to plateau or drop in the near future.

"We have to acknowledge there has been an under-reporting of family violence and we still may not see a peak in the overall numbers in what police are responding to," Mr Noonan said.

He said police figures should not be the only index to measure family violence, that "systemic problems" of access to family violence support services needed to be recognised and the government would look to royal commission recommendations for answers.

Opposition Leader Matthew Guy also attributed the increase in family violence-related offences to increased reporting, but insisted Victoria needed 600 new police to keep pace with population growth.

"This is the only state government for the last 25 years that has not committed to bringing forward any new police numbers," Mr Guy said.

Other offences bolstering the crime rate included court order breaches, which jumped nearly 40 per cent, and weapons offences (up 12 per cent), drug dealing and trafficking (up 20 per cent) and drug use (up 22 per cent).

The only significant areas where offending decreased were disorderly and offensive conduct, which dropped 9.9 per cent, and other government regulatory offences, which dropped 40 per cent.

Melbourne had the highest offence rate for its population, followed by Latrobe, Yarra, Horsham and Greater Shepparton.
