AN independent planning panel will be appointed to consider submissions on the $110 million Stockland Wendouree expansion plan.
Ballarat City Council received 29 submissions on the proposal when it was put out for community consultation, including four objections while a further nine community members expressed concerns.
Council voted last week to ask Planning Minister Matthew Guy to appoint the panel.
The proposed expansion will include a new supermarket and discount department store, a Wendouree Library relocation and a new public plaza and about 50 speciality stores.
