The pay claim, handed to the Andrews government early last month, also includes a new "team reward" bonus paid to workers whose bosses perform strongly and less monitoring of emails.

Negotiations between the Andrews government and the union are still at an early stage. But the ambit claim for annual pay rises of 4.7 per cent from next year would could cost the state budget hundreds of millions of dollars.

It comes on the heels of pay claims by paramedics and a messy dispute between the Rail, Tram and Bus Union and Metro Trains.

CPSU state secretary Karen Batt said she was confident the government shared the union's goals to boost services as the state's population grows.

"Our population is booming and demand has never been as high, yet services have been left withering and there needs to be a dose of serious love," Ms Batt said.

"Government needs to invest in their own people and end the wasteful expensive and soul-destroying outsourcing of the former government."

The log of claims for the new deal argues that bonus payments to high performing executives should be shared by their staff with the creation of a new team reward payment recognising collaborative efforts.

It also suggests there should be less monitoring of staff emails. "E-mail will be monitored and retrieved only if the employer is legally obliged to do so or has reasonable cause to believe that an employee has committed a criminal offence or serious disciplinary offence," the proposed agreement says.

Wage growth in Victoria has been relatively modest. Figures from the  Australian Bureau of Statistics show average hourly pay rates (excluding bonuses) in Victoria edged up by 2.6 per cent over the year to June.

The Andrews government is also facing several other potentially expensive pay claims. The Health Workers Union, representing about 55,000 public hospital workers, has previously flagged a 20 per cent pay rise over four years, highlighting a generous deal paid to paramedics as a template.

Negotiations with the Police Association are also set to start later this year with nurses to follow. The association recently launched advertising campaign highlighting the difficult work undertaken by police.

Under the proposal, there would also be greater scope for public servants to automatically progress through the pay scales.

Shadow treasurer Michael O'Brien said before the state election Daniel Andrews had given a green light light to public sector unions. "Now he is premier he has to decide is he going to stand up for the public interest or the public sector unions," Mr O'Brien said.
