Victoria Police spokeswoman Lee Thomson said two 17-year-olds from Fawkner and Broadmeadows were in custody.

"They have been charged with culpable driving, fail to stop, fail to assist, burglary and theft of a motor vehicle," Leading Senior Constable Thomson said.

The pair have been remanded to appear at a children's court on Monday.

Police are still hunting  one other male  who fled in the black Audi after it allegedly sped through a red light and crashed into another car in Taylors Lakes about 1am on Saturday.

The driver of the other car, a 25-year-old man from Gisborne, died at the scene.

Investigators believe the Audi was travelling south on Kings Road about 1am when it careered through the intersection with the Melton Highway.

A motorbike travelling through the intersection became wedged under the vehicle but the rider jumped free from the accident and was unscathed.

Jaiden Russell told Channel 7 he was facing the crash and just avoided the Audi before it landed on his bike, with the other car, the white Toyota Corolla, spinning just a metre away from him.

"All of a sudden two cars flying towards me. I sort of tried to back up on the bike, realised that it was hopeless, so ditched the bike, jumped off."

"[But] the cars coming towards me wasn't the hard part, it was afterwards realising there is a dead person in that car."

Victoria Police Detective Senior Sergeant Brad McArthur said Mr Russell would not have survived the crash had he not jumped off the bike.

"I am pretty confident that if he had been on the motorcycle at the time of the impact, he would be dead now," Detective Senior Sergeant McArthur said.

A Victoria Police spokesman confirmed the Audi hit an eastbound car, killing the man who was the sole occupant.

"The Audi continued across the intersection and forced a motorcyclist, who was waiting to turn right from Kings Road onto the highway, to drop his bike and run," Senior Constable Adam West said.

"The Audi hit the motorcycle and came to a stop."

Meanwhile, a 54-year-old man has died following a collison between a car a bus in Belgrave on Friday.

Victoria Police spokeswoman Belle Nolan said the crash happened at about 5pm.

"Investigators have been told a Sassafras man was travelling west along the Mt Dandenong-Tourist Road about 5.30pm when he veered onto the wrong side of the road and crashed his car into a bus," Ms Nolan said.

"The 54-year-old driver died at the scene.

"The bus driver and one passenger escaped serious injury."

Ms Nolan said police will prepare a report for the coroner.

These fatalities brings Victoria's provisional road toll to 208, up from 200 at the same time last year.
