One of the motorists was trapped briefly after the accident, which occurred about 2.10pm on Wednesday.
It is believed one of the cars also ran into a tree following the collision.
Police and Ambulance Victoria attended the scene along with four CFA fire brigade units.
A woman in her 40s and a man in his 60s were left shaken with minor injuries.
One person was transported to Ballarat Base Hospital in a stable condition.
Another accident happened shortly afterwards at Victoria Street in Bakery Hill, about 2.30pm on Wednesday.
Sergeant Chris Taylor was making his way to work when saw the accident unfold and immediately attended to the situation.
He said the man, believed to be in his 30s, had suffered a medical condition leading to the incident.
The man drove through the roundabout instead of around it, crashing just outside the Battler’s Tavern opposite McDonald’s.
Ambulance Victoria attended the crash and transported the man to Ballarat Base Hospital in a stable condition.
Also on Wednesday, Bacchus Marsh police were called out to a stabbing. Ambulance Victoria arrived at the scene about 4.30pm.
On Wednesday night about 6pm in Ballarat, wild weather led to a powerline coming down in Adair Street, Redan.
The line was lying on the nature strip and not believed to be of risk to homes, motorists or pedestrians.
Powercor said the line affected was a service line from a residential home.
That house was the only home affected by the power outage.
Further afield, a car ran into a shop window in Firebrace Street, Horsham about 6pm.
The elderly male driver crashed through the empty shop-front, next to Poseidon Fish and Chips, while he was parking.
The man had one female passenger and police confirmed no-one was seriously injured. Police and Ambulance Victoria attended.
Ballarat CFA also attended two false fire alarms on Wednesday – one at the Art Gallery of Ballarat just before midday, which evacuated all staff and visitors at the gallery’s Archibald Prize exhibition.
The second false alarm was a hoax at Eureka at 8pm, which had been reported as a house fire. The CFA dispatched six fire brigade units.
