New coach Johannah Curran has retained just one player, goaler Laura McDonald, from last season’s squad, which won just one game in its first year in the VNL.
The wholesale changes come after a three-week selection process headed by Curran, who was appointed in September to replace Natasha Choklijat.
Sovereigns chairman Bill Mundy told The Courier that the former Australian Diamond had been a considerable drawcard for strong talent.
"Johannah has made a significant difference to the number of players we have been able to attract to the team," Mundy said. "She has helped provide us with a strong springboard to really perform well in 2016."
Former West Coast Fever and Queensland Firebird player Janelle Lawson headlines an impressive list of recruits. The 28-year-old arrives in Ballarat after playing with Curran for Monash University Storm in the VNA.
Mundy earmarked emerging young stars Amelia Brock and Tayla Honey as prospects who are set to flourish under Lawson's on-court guidance.
Brock enjoyed a successful 2015 campaign for the City West Falcons in the VNL, winning the 19/under most valuable player award, while Falcons teammate Honey featured in the Australian 19/under squad for this year's Trans-Tasman tournament in May.
Another Falcons product, 2015 VNL 19/under team of the year member Casey Adamson joins the team, as does former Melton South goaler Andrea Tai, Perth Lions product Alice Coakley and decorated Alicia Janz.
Just 16 players in total from the inaugural three Sovereigns teams have been retained.
