Luke, 11, died in February 2014 after he was attacked with a cricket bat and knife by his father, Greg Anderson, in Tyabb.

The State Coroner recommended that family violence intervention orders be served by police as a matter of priority, and where an order can't be personally served on a perpetrator, a "substituted service" from the court should be obtained within 24 hours.

A substituted service is where the court orders the intervention order be served on someone else, such as a family member or associate.

The police response to the Coroner says that the 24-hour timeframe is "not considered feasible" because personal service can require more than one attempt by police.

"An inability to serve an order within 24 hours is not necessarily indicative of a perpetrator proactively avoiding service," the police response says.

Police also warn that the new system of quicker substituted orders could increase the number of contraventions of orders, because respondents may not be aware of orders or the conditions of family violence intervention orders.

"Victoria Police is also exploring options for interim measures to ensure services of FVIOs are prioritised," the response says.

"Victoria Police will consider improvements to these processes in line with the Victoria Police submissions to the Royal Commission into Family Violence, suggesting that wider reforms to the service of intervention orders are required to reduce the need for personal service."

Police are considering and accepting some recommendations from the Luke Batty inquest, which comes at a time of significant change for the way family violence is handled by police.

"These recommendations, together with the upcoming findings of the Royal Commission into Family Violence, will further inform future policy development," the response says.

Victoria Police also says the Coroner's recommendation that officers contact all previous authors of a family violence risk assessment and management report - an L17 form - when completing a new one is "unfeasible, adversely impacting response time and capacity".

It warns that given the volume of family violence incidents police deal with, previous authors may have "limited or inaccurate recollection of incidents".

In regard to the L17 forms, Victoria Police says it will investigate whether improvements can be made to the quality and depth of information recorded in L17s.

In its response, Victoria Police said it had introduced an updated "priority person of interest process" to identify family violence perpetrators as high risk who needed "more intensive management".

The police are also working with Swinburne University to implement a triage system that identifies cases requiring a "specialist family violence response" for the safety of victims.

Federation of Community Legal Centres executive officer Liana Buchanan said police were raising concerns about operational challenges included in the Coroner's recommendations.

However, she said police should still have to act within the spirit of the recommendations and show what progress they had made in implementing them.
