A dedicated ride-sharing licence should be set up in Victoria to allow services such as Uber to be regulated, a taskforce on taxi and hire cars has found.

A special taskforce handed a series of options to Public Transport Minister Jacinta Allan last July about how to regulate ride-sharing in Victoria.

Victoria is yet to regulate popular ride-sharing service Uber, despite NSW, Western Australia and ACT all legalising the service.

The issue for government is very complicated, with some Ministers and MPs concerned about the impact on taxi operators and licence plate owners who have forked out tens of thousands of dollars for licence permits.

There is also a broader issue for government dealing with "disruptive" technology, where the business does not pay for any use of infrastructure or contribute any tax.

The taskforce's options paper, obtained by The Age, says a new category of licence for ride-sharing would restrict the permit holder to "take on-demand booking only."

The option may also be subject to other conditions including no cash payments, no anonymous rides and no street hailing or rank use.

A similar model has been adopted in NSW, with the extra cost of the permit just $45.

In the ACT Uber drivers pay a $100 fee to be registered – the company believes any fee should be based on the cost of administration of the new category.

The taskforce's paper contains dozens of options on many issues including probity checks on drivers, knowledge tests, fare structures and caps, security for drivers and passengers and insurance.

Labor has repeatedly said it will not be rushed into regulating Uber, saying it wants to consider all the options.

But the widespread usage of Uber – there has been more than 500,000 Victorians use it – has seen some Ministers to say that regulation is "inevitable".

"Uber is already four blocks down the street, we cannot stop it," one senior minister said.

Some government MPs have publicly and privately called for Labor to get on with it.

In response to a person on Twitter telling Parliamentary Secretary Anthony Carbines to get an Uber, the Labor MP replied: "that wld be illegal but we shd make a decision about that [sic].".

There are a myriad of issues for government to consider including what will happen to the taxi industry and those people who have invested their hard earned cash to buy a taxi licence.

These owners have already endured government changes that saw the flooding of the market with new cheap licences, dropping their value of their investment.

A form of compensation is supported by some in government.

Taxis also play a critical role in helping disabled Victorians get around. Government subsidises help a segment of the taxi fleet transport those who cannot drive around.

There are well founded fears from disability advocates that the number of wheelchair accessible cabs will drop as Uber's popularity grows, which has been the experience in the United States.

Taxis have strict security measures such as video cameras and the government is considering if these types of safety measures should be applied to Uber, which makes use of private vehicles.

Driver safety training has also been raised, while some are also worried about who is liable in the event of an accident or death. Uber says passengers are automatically covered by Australian state government legislated compulsory third party injury insurance, as well as each partner's own car insurance.

Brad Kitschke​, Uber's director of public policy in Australia and New Zealand, said the broader industry wanted certainty.

"We know the minister has had the options for reform on her desk since July, yet other states have legalised ride-sharing," Mr Kitschke said.

"Other states have recognised the fact that ride-sharing is a safe and viable form of transport, the issues in Victoria are not markedly different than any other state."

Acting Public Transport Minister Luke Donnellan said ride share services raised a range of complex issues including passenger safety, accessibility and equity for existing operators.

"We are giving all these issues the detailed considerations they need, so the outcome works for passengers and the industry," he said.
