He will stand against existing chairman Jenny Bromley in a members' poll.
Bromley has been chairman since May last year, when she was selected to fill a vacancy caused by the resignation of John McClure. She is first female to hold the office at North Ballarat.
Strong heads a five-man ticket which has nominated for the five board positions up for election ahead of the club's annual meeting on Monday, February 22.
Strong said the ticket had been put together in response to a call by a core group of members for change.
This came after unrest with the board's decision not to renew Roosters head coach Gerard FitzGerald's contract beyond 2015 and then the selection process to replace him. .
Strong said this was also an opportunity to introduce new blood with the potential to lead the club into the long-term future.
As well as a vote for chairman, there will also be elections for the roles of football director, BFL licensed operations director, and two directors without portfolio
The Strong-led ticket includes former North Ballarat, Hawthorn and Richmond player Stephen Jurica, Ian Corcoran, Leigh Marriott and Alan Plummer, who is the incumbent football director.
Bromley, who is in her first year on the board, has welcomed the challenge for chairman and all other nominations.
"It's a healthy thing. It reinforces the interest in the club." She said this way all members would get a say.
"I love this club and where it's going," Bromley said. She said it was a club for all - from the VFL to Ballarat Football League, which catered for senior and junior footballs and netballers. Blomley said the elections offered an opportunity to ensure a multi-skilled board.
While Strong has nominated only for the chairman's role, Jurica, Corcoran, Marriott and Plummer are each standing for multiple positions.
Three of the retiring directors have renominated - Peter Carey, Mark McGrath and Plummer. Carey and McGrath have been directors without portfolio. Carey has nominated for BFL director and McGrath for football director.
Long-standing board member Terry Hay is not seeking re-election after holding the role of BFL director. A life member of the club, Hay is stepping down being a board member since 2001. Bromley paid tribute to the contribution Hay had made to the club
An independent returning officer will oversee the election, which features preferential voting. Ballot papers will be sent to all members next week, with the result declared at the annual meeting.
