plans not fit for purpose
Ballarat Arts Alive, representing arts supporters and artists of all media in Ballarat and surrounds, is deeply concerned about proposals that would seriously affect the future viability and architectural integrity of the Civic Hall as a unique arts and community venue for Ballarat. In particular the proposal to block off the stage and fly tower of the main hall. Local groups in particular would find a stage-less space unusable, and any temporary stage in front of the existing one, as suggested, would be removed from the current excellent and essential backstage facilities.

As an iconic Modernist building, the current entrance is strictly symmetrical and very functional. Its paired snack bars service both main hall and the foyer, and the stairs connect well with the balcony. Replacing the double stairs with one pseudo "Art Deco" stairs would be both expensive and inappropriate.
Another feature of current plans is division of the balcony into four sections, supposedly for tiny "art-house cinemas". We know of no demand for additional small cinema spaces, already provided by The Regent. Ballarat Film Society requires a larger space, such as the Lower Hall. We also note that of the five current plans only one (Concept L) retains the main hall with its stage and fly-tower, as well as the Lower Hall. However this plan destroys the Civic Hall's unique asset - its large flat floor with flexible seating. Plan "L" has raked seating throughout, putting it into direct competition with two other, excellent purpose-built theatres - Her Majesty's and the Wendouree Performing Arts Centre. This is not a good option for Ballarat.
With a minimum of expense it could again be the multi- purpose venue it was designed as, hosting a wide variety of arts and community events. Ballarat Arts Alive hopes that Councillors will carefully consider the future impact of any proposals that make irreversible changes to our Civic Hall. We ask that the original architecture be retained, and that no alterations be made inside the building that would stop it fulfilling its original purpose the largest performance and music venue in Ballarat.
