THE closure of the tunnels in Melbourne and the ensuing traffic chaos for thousands of commuters is not only unnecessary but totally inexcusable.
It's easy to blame a computer glitch, but the problem lies in organisations refusing to invest in backup systems.
A computer system as essential as that controlling the tunnels, with the potential for fatalities if it fails, needs completely separate hardware and software backup in a separate location which can be switched on within seconds of a failure.
This used to be the acceptable minimum standard, but these days organisations and governments refuse to make the necessary investment.
