A Victoria Police spokesman said Yarra Highway Patrol members were left stunned at the man's extremely high breath test reading in Kew on Friday.
Police caught the 31-year-old Mont Albert North man travelling at 172km/h in a 100km/h zone on the Eastern Fwy about 2.15am, police said.
He was taken to a nearby police station for a breath test, where police allege he returned a blood alcohol reading of .177 per cent.
Police impounded the man's vehicle for 30 days and he will be charged by summons with speeding and drink driving offences.
