Coach Marc Greig said Hooper had recovered from a bruised lung and as long he came through training on Friday night unscathed would line up against Footscray at Whitten Oval.
Hooper played in the Roosters’ opening round win over Coburg before being injured in their next outing against Essendon.
He missed the loss to Geelong before having the benefit of a bye at the weekend.
Hooper has been part of an extensive injury list for the Roosters, but he is the only player ready to resume.
Greig said Lachlan George (calf), Louis Herbert (hamstring), Andrew Hooper (calf) and Tony Lockyer (ankle) were still some weeks away.
He said ruckman Orren Stephenson had pulled well after his first game back from a hamstring, with the bye proving timely.
Greig said had about 60 percent match time against Geelong and would increase this against the Bulldogs.
