The home team kicked nine goals in the opening 18 minutes to put the match away.
Ballarat struggled to get its hands on the ball, with Western leading it to ball.
The BFL had no answer to the likes of Liam Scarborough, who kicked four goals in the first term.
Ballarat did settle down after the first break, with Jack McNab, Matt Geary and Matt Young finding the football, while Jacob Bygate added two goals.
However, it was no more than damage control.
