A man charged with culpable driving after a cyclist was killed in a hit and run in West Footscray was allegedly on bail at the time.

Matthew Terrance O'Connor, 27, was arrested on Friday morning at a home in Heidelberg, a day after he is accused of killing cyclist Peter McGuffie in a hit and run on Barkly Street.
Mr O'Connor was charged with culpable driving, dangerous driving causing death, failing to remain at an accident and failing to render assistance. He has also been charged with breaching bail.
Mr McGuffie, 54, was riding along Barkly Street at 3.15pm Thursday when he was hit by a car from behind and killed.
The New Zealand national died at the scene.
The ute that struck him, a Holden Rodeo allegedly driven by Mr O'Connor, then crashed into a parked car. The ute sustained significant damage and was dumped in nearby Argyle Street.
Police will allege Mr O'Connor was photographed by a witness leaving the scene.

Mr O'Connor, who has a heavily tattooed left arm, said nothing during Saturday's hearing and did not apply for bail.
His family were present in court.
Mr McGuffie, who was living in Footscray, has family in his home country of New Zealand.
Mr O'Connor was remanded by Magistrate Ross Betts to face court again on Tuesday.
