Motorists are urged to take caution as traffic lights remain impacted after the early morning collision.
POLICE are managing traffic on Skipton Street after collision at around 10.30am.
The accident occurred near the Leith Street and Skipton Street intersection.
Ballarat-bound motorists were unable to turn left or right into Skipton Street as police managed the area.
A car is understood to have hit a VicRoads power box, impacting traffic lights.
Ambulance and firefighters were also on the scene.
Ambulance Victoria spokesman John Mullen said paramedics transferred two people to Ballarat Base Hospital.
A man in his 40s was treated for minor shoulder injuries while a woman in her 60s was transferred for observation.
