Voters' preferences must be considered

As I read the information on the council elections, it seems that my second preference and all other preferences down to eight are ignored.

I have already voted but it appears that, if my number one is elected, his surplus votes are then distributed according to his second preferences.

Now, I wouldn't touch his second preference with a 40 -foot pole and gave him number 7.

So, if this is the way it works, I am aghast.
