In Melbourne, the mercury is set to to plunge to as low as 7 degrees some nights, with highs of just 12 degrees on some days. We're in for squally winds, rain and possibly hail, according to the Bureau of Meteorology.

Across the state, flood warnings have been issued for nine locations, and on Monday heavy snow falls are forecast for Alpine areas.

State Emergency Service spokeswoman Susan Davie said volunteers were preparing some communities for floods.

In the Kiewa River and Wangaratta areas, volunteers were doorknocking properties to warn residents, and the Kiewa store had been sandbagged as a precaution.

"There's no water impacting on that area at the moment but it's just in case; just being pro-active," Ms Davie said.

The Bureau of Meteorology's nine flood warnings mostly concern northern and eastern Victoria, including moderate flood warnings for the Kiewa, Ovens and King rivers.

Ms Davie said that with strong winds expected in many areas, the SES was advising residents to secure loose items such as trampolines and outdoor furniture, and  urging motorists to "drive to the conditions" and to avoid driving into flood waters.

She said of 52 calls for assistance – mostly in the Wangaratta area – between midnight Saturday and 1pm on Sunday, 28 calls had been for fallen trees, while others had been for property damage, road crashes and flooding.

Bureau of Meteorology forecaster Scott Williams said Sunday's afternoon temperature of just over 10 degrees in Melbourne was below the 13.5 degree average for July. In recent years July temperature had been warmer than average, he said.

Heaters were cranked up on Sunday, with temperatures across the city staying in the low single figures, despite bright sunshine, but Mr Williams said it was just a lull in the strong winds and rain of the past week.

This week, a cold front echoing last week's icy blast will bring strong winds and rain bursts across Victoria. In Melbourne, cloud is expected to increase later on Sunday with a 60 per cent chance of showers, possible hail and northerly winds of up to 40 km/h.

Mr Williams said the bureau would on Sunday afternoon issue a severe weather warning for damaging winds expected to hit late on Monday.

"It looks likely that we will be seeing more squally winds [with] up to 100 km/h gusts coming in late on Monday, and another band of rain – a good 10 to 20 millimetres of rain – coming with that front."

Mr Williams said in north-eastern alpine areas, lighter snowfalls on Sunday afternoon would increase to "fairly heavy snowfalls" on Monday night.

"I guess the good news is that there will be substantial snow over the next 48 hours, probably up to 30 centimetres of fresh snow, across the Alpine resorts."

Melbourne's Monday maximum temperature is expected to reach 14 degrees after an overnight low of 7 degrees. There is a high (70 per cent) chance of showers, most likely in the late afternoon and evening with possible hail, and north-westerly winds of up to 50 km/h.

On Tuesday the top temperature is forecast to be just 12 degrees. Strong winds are again forecast, with showers possibly developing into hail.

The bureau issued a gale warning for the Port Phillip, Western Port, West Coast, Central Coast, Central Gippsland Coast and East Gippsland Coast areas, and a strong wind warning for the Gippsland Lakes.
