Hooper was selected on Thursday, but was still required to pass final tests.
Roosters coach Marc Greig said the small forward was right to go for what would be only his fifth appearance of the year.
With him averaging almost two goals a game, Hooper will be a valuable addition to the attack.
Greig believes the transfer of the match from Port Melbourne to Frankston assists the Selkirk Roosters’ cause, with it taking the Borough out of its comfort zone.
Last time they met in round seven, Port Melbourne fell over the line by nine points after the Roosters led by 22 at the last change at Eureka Stadium.
It was a frustrating loss to a team which will play finals.
North Ballarat is looking to do a little bit of experimenting. Greig has named regular key forward Matt Eagles in defence and swung Josh Webster and Rowan Marshall forward. The loss of Sam Hooper to the effects of concussion has brought on some need for change.
Tony Lockyer plays his 50th senior game for the Roosters.
