Glenn Anderson was photographed wearing a T-shirt with a Nazi swastika printed on it at a violent anti-Islam rally at Richmond Town Hall in May last year.

His distinctive tattoos can be seen on both the cyclist's footage and photos of Mr Anderson taken by Fairfax Media at the rally.

They include German military medal the Iron Cross and flags depicting St Andrew's cross and St George's cross on his left arm.

United Patriots Front said the location of the Richmond rally was chosen as a symbolic target in a bid to "bring down" socialist City of Yarra councillor Steven Jolly.

Cr Jolly said he was "shocked" when he read about a truck driver allegedly threatening to "smash" a cyclist in a story published by Fairfax Media on Monday.

He was shocked further when he recognised Mr Anderson's face from photos taken at the rally.

"[Young guys] spew out this volcanic anger at anyone who has a different point of view, whether it's cyclist, or a woman in a burqa, or me," he said.

Cr Jolly did not attend the counter rally held at the town hall at the same time and has never seen or communicated with Mr Anderson.

The cyclist involved in Saturday's altercation with the truck driver said a photo of Mr Anderson at the rally matched "100 per cent" the man who allegedly threatened him on Footscray Road.

"It's pretty alarming," he said.

"As I suspected at the time, this man is an extremely violent member of society."

Vashti Kenway, who helped coordinate anti-racism activists at the May rally, said she saw Mr Anderson there and believed he looked and sounded like the truck driver in the video.

"He was one of the most aggressive of the far-right activists," she said.

"He's a pretty violent character. He's very committed to the neo-Nazi cause."

Mr Anderson was also photographed at a Reclaim Australia and United Patriots Front rally in July last year holding a sign with the numbers "14/88", which are popular with white supremacists.

The number 14 stands for the number of words in a statement by white supremacist David Lane on Aryan ideology: "We must secure the existence of our people and a future for White Children."

The number 88 is code for Heil Hitler as 'H' is the eighth letter in the alphabet.

The sign held by Mr Anderson also said "stop non white immigration" and "stop racist poisonous multiculturalism".

Cr Jolly said the May rally was a turning point for anti-Islam rallies, as people had openly displayed Nazi symbols for the first time.

The councillor was the target of death threats from right wing extremists last year.

Fairfax Media is not suggesting Mr Anderson was connected to the threats.

A Victoria Police spokesman said police were aware of a "verbal altercation" between a cyclist and truck driver on Footscray Road, West Melbourne on Saturday, but that the matter had not been formally reported.

The cyclist said he tried to report the incident and had been in ongoing communication with an officer at the Footscray Police Station.
