Ballarat ranked 14 out of the state’s 79 council regions for the number of animal cruelty cases, RSPCA data shows.
Of the complaints, 180 were linked to dogs and 14 to puppies; 52 were linked to cats and 11 to kittens, 32 complaints were linked to horse welfare.
The majority of concerns were linked to hygiene, grooming, nourishment and housing conditions.
RSPCA chief Liz Walker said RSPCA would use the data to identify areas that would benefit most from community education and support.
“Even one cruelty issue is one too many, yet the number of reports we receive is steadily increasing every year,” Dr Walker said.
“We know that the community is becoming more concerned about animal welfare – which may be part of the reason for the continued rise in report numbers.”
