DISGRACEFUL: Ballarat woman Donna has spent the year photographing rubbish in the Enfield Forest.

A Ballarat woman has spent the last year photographing the “disgraceful” rubbish she finds dumped in the Enfield Forest.

Donna, who declined to provide her surname, has found television sets, lounge suites, washing machines, and a deer head. 

“The causes of illegal dumping need to be identified.  Is it that people are basically dirty or lazy or is there a genuine need for further and cheaper rubbish collection and landfill services?,” Donna said.

The Environment Protection Authority issued about 15,000 littering fines between 2015-16. 234 offences occurred within the City of Ballarat. 101 were for depositing lit cigarettes, 117 were for unlit cigarettes and 16 were for small items of litter. EPA litter fines range from $311 for a small piece of rubbish to $622 for a lit cigarette.
