The temperature lingered at around 20 degrees for most of the night, more than double the month's historical average of 9.8 degrees.

While big temperature fluctuations are typical for spring, it's not often you see this kind of warmth after dark, says Bureau of Meteorology senior forecaster Keris Arndt.

The last time we had such a hot October night was in 2012.

Powerful winds howled through various parts of the state, overnight.

The strongest winds in the Melbourne area were recorded at Tullamarine Airport, at 74km/h, while St Kilda was struck with 72km/h gusts, according to the weather bureau.

The strongest winds in the state were recorded in Wilsons Promontory, at 106km/h, followed by 98km/h in Mount Hotham and 96 km/h in Mount Bulla.

With damaging winds expected to continue on Friday morning, there are severe weather warnings out for East Gippsland, North East Victoria, West Victoria and South Gippsland.

The strong winds, however, are expected to ease later in the day.

As a cold front moves through Victoria, it will get reasonably warm in Melbourne on Friday with a top of 23 degrees, but a cool change is expected at 3pm. Temperatures will then drop off as wind shifts around through to the south of the state.

Melbourne may also see 1 to 2 millimetres of rain.

Flood warnings are still out for various parts of the state as the impact of last week's heavy rain continues to be felt.

In Wodonga West, a part of the sand quarry breached on Thursday night, leading to minor flooding in the quarry and prompting concerns for potential flooding of the immediate area. Three local residents were moved to safer areas overnight, and access to the site is restricted, with the three local roads closed to traffic.

There's a major flood warning for the Ovens and King Rivers, and moderate warnings Avoca, Broken, Kiewa, Loddon and Mitchell Rivers, as well as Seven and Castle Creeks
