The incendiary flyer urges the Chinese community to "Stop UnSafe Schools", and accuses the program of promoting "homosexual ideas and practice" and "stealing our children from our own culture".

Chinese Liberal Party member, Dan Xie, said he was behind the 15,000 flyers, which have been handed out on streets, in public libraries and railway stations over the past two months.

The flyers include links to two Christian blogs, which oppose abortion and homosexuality.

Chinese community members descended on Parliament House on Thursday, claiming they had more than 5000 signatures backing a petition calling for Victoria's Safe Schools program to be killed off.

Members of the far-right Rise Up group joined the delegation, with former candidate Peter Dorian holding a placard at Parliament House demanding that the program "stop sexualising children".

Safe Schools is an anti-bullying program funded by the state and federal governments which is aimed at helping LGBTI school students.

The petition, which was created by Liberal MP Graham Watt, claims to represent the "Australian-Chinese community in Victoria", and raises concerns about the program's "inappropriate contents, the political agenda it promotes in schools, the lack of parental consent involved, and its failure to respect cultural and religious diversity".

The Victorian Opposition supported the program when it was in government in 2010-2014, but changed its tune after relentless attacks by conservative Federal Coalition MPs and a Federal Government review, finding some of the Safe Schools resources were inappropriate.

Victorian Liberal MPs who received the petition in parliament include Mr Watts, Nick Wakeling, Tim Smith, Neil Angus, Michael Gidley, Robert Clark and Dee Ryall. The petition is expected to be tabled in parliament.

A similar Chinese-backed petition opposing Safe Schools was tabled in the New South Wales parliament in August, and was supported by more than 17,000 signatures.

Victoria's Minister for Equality, Martin Foley, said the government would continue to support Safe Schools.

"We will not back down from our equality agenda and out support for safe schools," he said, calling for a "sophisticated, respectful and mature" discussion about the program.

Co-founder of the Safe Schools Coalition, Roz Ward, said she was open to talking to critics about their concerns, but had not yet been contacted by anyone behind the petition or flyer.

Gladys Liu, the Liberal party's communities engagement committee chairwoman for Victoria, said she believed the school program undermined "conservative" Chinese values.

"We are concerned it will change society and the moral standard [of] the culture," Ms Liu said.

"It's not only directly affecting students, but will affect the makeup and future of our society."

Dr Kasing Chua, president of the Chinese Association of Victoria, said the petition was not affiliated with his association, but he saw "no problem debating the issue".

He said the position expressed by the flyer and petition was not widely shared by Chinese Victorians.

Erin Chew, convener of the Asian Australian Alliance, which promotes progressive social values, claimed the group behind the petition represented a "minority" in the Chinese community.

However, she said she believed that LGBTI people were stigmatised in the Asian community.
