Development works at the controversial Ballarat saleyards site in Miners Rest can start almost immediately with the Ballarat City Council approving its Central Victoria Livestock Exchange Plan this morning.

The council announced it has advised RLX Investment Company Pty Ltd, the developers behind the multi-million dollar proposal, it has endorsed the development plan, including its various technical reports.
The site will be located near the Sunraysia Highway and the Western Freeway, North West of Ballarat.
The council said in a statement the assessment and endorsement of the development plan is a standard administrative matter and comes after the Environment Protection Authority issued a works approval for the development.
“The City of Ballarat is satisfied the development plan is consistent with the issued EPA Works Approval and other requirements contained within the Ballarat Planning Scheme,” the statement read.
The council was required to wait for referrals from relevant authorities in relation to the applicant’s submitted documentation before it could make a decision to endorse the development plan.
The final referral responses were received this week.
