The Charlie Appleby-trained stayer, which beat Ballarat-trained Grey Lion, has been given a 0.5kg penalty by Racing Victoria handicapper Greg Carpenter.
Qewy will now carry 50.5kg, although weights will rise a minimum of 1kg when the final field is announced on October 29.
"Qewy carried 1kg less than Grey Lion at Geelong, and is now handicapped to carry 0.5kg less than that horse in the Melbourne Cup," Carpenter said.
The 0.5kg penalty is the same given to Geelong Cup winners Americain (2010) and Dunaden (2011) before they went on to Melbourne Cup glory.
Qewy has moved to 31st in the ballot order and is close to gaining a start with at least six horses above him listed as non-runners.
Trainer Chris Waller has already said Preferment and Sacred Master will not run.
Grey Lion from the Matt Cumani stable remains number 30 in ballot order, with the Melbourne Cup field limited to 24.
