Ballarat Highway Patrol Acting Senior Sergeant Ben Young said a silver Ford was travelling southbound when it tried to overtake a taxi turning into a driveway.
He said the Ford and the taxi collided before the Ford hit a nearby power pole.
The accident occurred around 11.30am on Monday not far from the roundabout of Vickers and Grant streets.
Emergency services including Ballarat City Fire Brigade, Ballarat Fire Brigade, Sebastopol Fire Brigade, ambulance, paramedics and police attended the scene.
Powercor was also on the scene.
Ballarat Fire Brigade said on a Facebook post its crews supported Sebastopol Fire Brigade and extricated the male driver. The brigade said it was the forth major collision in five days.
Ambulance Victoria said a male was being transported to meet air ambulance, while a woman in her teens was in a stable condition at Ballarat Base Hospital.
Acting Senior Sergeant Young later confirmed the male driver of the Ford had been airlifted to the Royal Melbourne Hospital.
The driver of the taxi is believed to be uninjured.
Witness Dale Hose said he was in the street when the collision occurred.
“I walked up towards Vickers Street roundabout,” Mr Hose said. “I saw a car coming towards Grant Street. I heard a massive crash and the car spun around.”
Police are continuing their investigations.
