A development player with Sydney Kings in the NBL, Moller had two short-term stints with the Miners last season.
He played five games in May after being signed as cover for injured centre Chris Smith.
The 202cm Moller returned in June-July as a replacement for the injured Dyson King-Hawea.
When not playing with the Miners, Moller played with his home team Sutherland Sharks in the NSW Waratah league.
A former Fremantle Dockers player in the AFL, the 22-year-old Moller made a big impression on coach Eric Hayes in his two visits, averaging 10.3 points, 9.7 rebounds and almost two assists.
He quickly made his presence felt and only once played less than 20 minutes.
“Craig was great for us last year and I am pleased we were able to retain him,” Hayes said.
“Craig was vital for our team and despite an interrupted 2016 season he produced some great basketball for us.”
Miners elite teams chairman Matt Sheehan said Moller had been a priority signing.
“The impact he had on the team and the community last season was profound and something we wanted to extend”.
Moller said he was happy to be going back to Ballarat and looking forward to the season ahead.
“The professionalism and direction the club is heading is what drew me back, combined with the strong desire to win a championship”.
Moller also spoke highly of the development opportunities.
“The program Ballarat runs will continue to develop me as a player and help me take the next step into the NBL which is really exciting.”
Moller’s signing follows hot on the heels of the Miners securing their first import – Marvin King-Davis from the University of Delaware.
