The document, developed over the course of the year, makes 137 future recommendations for the state worth around $100 billion across transport, education, housing, health, energy, water and justice sectors.
The report lists a number of priority Ballarat projects, including intensifying medium density housing, the electrification of the Ballarat to Melbourne rail line to Melton and providing new and expanded bus routes in regional cities.
However, total duplication of the rail line between Ballarat and Melbourne was a concerning omission from the report.
The plan also poured cold water over train services between Ballarat and Geelong, which is a popular idea given the existing rail line between the two cities.
IV has also identified that Ballarat is one of the top 15 local government areas in terms of school aged population growth in the next 10 years.
The document will also shape how the state government invests a $970 million windfall for regional Victorian transport as a result of the Port of Melbourne sale earlier this year.
With the tabling of the final 30-year strategy, the state government now has 12 months to develop its response and a five-year plan for infrastructure priorities.
“We have finalised our first 30 year infrastructure strategy but this is just the beginning of an ongoing conversation with the community about how we plan for, deliver, fund and maintain our infrastructure," Infrastructure Victoria chief executive Michel Masson said.
