Victoria Police spokeswoman Belinda Batty said the Mitsubishi Lancer was clocked by Greensborough highway patrol driving at 191 km/h in a 100km/h zone on the Metropolitan Ring Road just after 1.30am.
"Police intercepted the vehicle on Sydney Road in Campbellfield," Ms Batty said.
"The Coburg man made full admissions to speeding and his car was impounded for 30 days."
He will be charged on summons with a number of traffic offences including driving at a dangerous speed.
